REGISTRATION WITH THE INDEPENDENT SAFEGUARDING AUTHORITY (ISA)

Terms and Conditions

On 15th June 2010 HM Government called a halt to the Vetting & Barring Scheme which had been intended to introduce a requirement for individuals working with children or vulnerable adults to register with the ISA.

As a consequence, the Vetting & Barring scheme will be re-modelled however, in the interim, the Criminal Records Bureau will continue to operate in its present format and all organisations are directed to retain their current procedures when checking individuals.

Therefore, it remains the responsibility of the employing organisation to fully comply with the Code of Practice published by the Criminal Records Bureau and to have in place written policies relating to 'The Secure Handling of Disclosure Information' and 'The Recruitment of Ex-offenders'. It is also the responsibility of the organisation to ensure that the job applicant is made aware that the position being offered is subject to a CRB Disclosure and that any previous criminal record disclosed will not necessarily prohibit them from that role.

Prior to dealing with any Organisation requiring a CRB Disclosure check The Vetting Company will:

  • Provide the organisation with access to a copy of the Criminal Records Bureau's Code of Practice and specimen policies relating to 'The Secure Handling of Disclosure Information' and 'The Recruitment of Ex-offenders' which should be adapted and taken into immediate use by the employer.
  • Receive and retain written confirmation from the organisation confirming these written policies are formally in place and that the CRB Code of Practice is understood and being fully complied with.
  • Identify a responsible member of staff within the organisation to act as the central liaison point for all correspondence which will be of a personal and confidential nature. This person will be expected to verify the identity of the applicant in accordance with standard CRB practice and make a note the actual identification documents examined.

When dealing with any CRB Disclosure application The Vetting Company will:

  • Offer advice to the organisation as to the proper completion of the Disclosure application and discuss & resolve any unusual circumstances that may be present.
  • Receive from the organisation a properly completed CRB Disclosure application form.
  • Examine the application form (and continuation sheets if applicable) to ensure all the required information is provided correctly and the identity of the applicant has been properly verified and documented.
  • Confirm that the applicant's role is one that actually entitles the organisation to ask an exempted question under the terms of the Rehabilitation of Offenders Act.
  • Decide whether the Disclosure should be of a Basic, Standard or Enhanced Level according to the applicant's role, and ascertain whether it is a salaried or voluntary position.
  • Categorise the applicant's role before authorising the Criminal Records Bureau to commence the Disclosure process.
  • In appropriate cases, request an Adult First check and inform the organisation of the result by the most expedient means, usually by confidential email.
  • Raise a 30 day invoice to the employer at the same time the Disclosure application is forwarded to the Criminal Records Bureau.

After a Disclosure certificate has been issued The Vetting Company will:

  • Notify the organisation of the result of the Disclosure by forwarding the original copy of the Disclosure certificate, normally by post within one working day of receipt.
  • In the event that a Disclosure certificate contains adverse issues, discuss these matters with the organisation by the most expedient means, normally by telephone on the day of receipt.
  • Offer guidance to the organisation regarding any reference to criminal legislation contained in the Disclosure.

Our Charges:

  • We do not charge setup or annual review fees.
  • We do not levy VAT charges.
  • The total cost of a Basic Disclosure is £39 (inclusive of a £16 administration fee per application) irrespective of salaried or voluntary position.
  • The total cost of a Standard Disclosure for a salaried person is £42 (inclusive of a £16 administration fee per application).
  • The total cost of an Enhanced Disclosure for a salaried person is £52 (inclusive of a £16 administration fee per application).
  • Volunteers (as strictly defined) do not attract a CRB fee but there is a £16 charge per application to cover administration costs.
  • ISA Adult First checks cost an additional £10, which is inclusive of a £4 administration fee.
